The major Mutual reception

In a more national sense, a greater sense of having things and not having things, and how to get things, will impact both the USA and the world as a whole. Its easy to see that the piece of the pie for everyone will get smaller, as the number of people increases and the resources available drop back. More on this later in this piece, but The Neptune Cycle began with the first Oil Well Drilled, and at the end of that cycle, in 2026, the availability of cheap oil will end.

In the short term of the Mutual reception anyway, The USA will remain the dominant security power. After the reception, this may no longer be the case. So in this sense, the Uranus/Neptune-Aquarius/Pisces, provides the typical loophole that mutual receptions provide in the natal charts.

Carrying this a bit further, one can do a Cosmodyne analysis of the March 10, 2003 birth moment to determine whether in the scheme of things, for that birth potential, if Uranus and Neptune despite their mutual reception are relatively important.
In each chart, some planets are more powerful and effective of change in regard to events than others(we are not talking about psychological astrology herein.) In this case, both Uranus and Neptune are near the bottom of the power pecking order. As a prime mover of happenings, one will not find that those born during this mutual reception will be as much affected by a generalized impact of Uranus or Neptune, as in this order, Moon, Mercury, (and impacts to the ascendant), and the Sun. Individuals may of course, dependent on their own charts.

In the Tyl Astrology the concept of the peregrine planet running away with the chart is a prominent view. I have also seen this from another point of view. In charts where there are limited harmonious planets, the actions represented by those planets tend to be the only choice of the birth moment potential, because they feel like they work, even though the planet may have no real power to do anything.

In a sense, the high harmony planet is like taking a pain killer for a strep throat. Your strep throat pain will go away, but you may die of the illness.

In the birth moment chart of March 10, 2003, Neptune and Uranus have little real power, however, Neptune is one of only two planets that are harmonious. With Neptune’s mutual reception into Aquarius, this makes Neptune NUMBER 1.

Within the bounds of the USA, Neptune’s energies are manifesting in the 6th and 7th house. I believe this will lead to a conditioning pattern for those born during this period as a greater national sensitivity to widespread societal maladies, and the perception that small impacts are actually symptoms of a wider problem or conspiracy. The MAKING A MOUNTAIN OUT OF A MOLE HILL will impact everywhere.

There will be a counter pressure to say that they are actually mole hills. The reality is that the society and those in it will begin to lose their ability to differentiate between critical problems and non-critical one. The good thing is that the Aquarian reception will give rise to a new blossoming of people helping people that happened previously during and after WWII. The Piscean portion of the Neptune mutual reception will augment more of the seeing only what we want to see, and hearing what we want to hear. And because it takes away the pain, we’ll all do it more. The very powerful Moon Trine Neptune, and Venus Conjunct Neptune in the chart will not less this tendency.

All items ruled by Neptune such as Oil, and Drugs, will be affected in this way. The picture of Rome Burning While Nero fiddles comes immediately to mind.

After the Mutual reception, people will wake up to what Neptune has wrought.

There are at many ways in which this mundane mutual reception might manifest. The following are two choices.

First , one might look at the actual moment that the mutual reception takes place, and choose an actual place for it. One of the ways to choose an actual place is to choose the capital of the dominant world power. In our present age this is Washington, DC, USA. In the 19th century it was Britain, and as civilization’s axis tends to move west, in a future time, it will probably be Peking. While those in other countries might choose not to see Washington as their focus, in a world sense, the impact will probably be here. Having an actual place is necessary to see a specific impact.

The exact moment of the start of the Mutual Reception is March 10, 2003, 4:53:37 PM EST Washington DC( 38N54, 77w02).

Looking at the moment of this birthing will give a feeling for the lifetime of the mutual reception itself. It will also show how significant it might be in the scheme of things by looking at the impact of Uranus and Neptune themselves in this birthing moment.

Rather than just looking at this as a personal natal chart, we would be looking at the four significators of an EVENT CHART(as developed in Horary Astrology, most recently by the late Ivy Goldstein Jacobson, but also developed by the now late Olivia Barclay.)

Secondly,

One might look at the broader cycles of both Uranus and Neptune. There are several kinds of mundane astrology, one of which looks at broad cycles of the lights and the planetary bodies starting at the moment that they most recently cross declination north at 00N00. The cycle continues until they do so again. CC Zain(Elbert Benjamin) and the Church of Light pioneered this method. Its the one I prefer.

Since it is the mutual reception of two of the planets in the Cycle Neptune and Uranus, we would want to look at the March 10, 2003 time period as a transit chart in each of the longer period cycles of Neptune and Uranus. What impacts on the Uranus and Neptune Cycles are shown in the birth moment of the mutual reception. If there are any planets that have significant impacts in BOTH cycles, then the cycle of that planet and its transit by the march 10th date would also need to be perused.

In Event Chart parlance, this event, the mutual reception, as impacting on the world from the perspective of the Dominant world power will have an underlying theme, and this somewhat unconscious underlying theme will be manifested in a more specific thematic way. Further, the response of people will be characterized in another thematic way and their actions of people will be manifested in another way.

This gives us a broad understanding of the underlying theme of the period as combined with the potential for action by all concerned as a part of that theme.

Clearly the period is dominated by an underlying concern for secret enemies of the people, and combined with a strong desire for a continued and a return to the stable national and world order that existed prior to this moment in time. This underlying theme will take on a duality of yin/yang of being a refuge for some, and a detention for others. Those growing up in this period of time will develop characteristics of one or the other in various personal and larger ways.

During the period of the mutual reception, the people will respond to this yin/yang conflict as a constant fight to maintain civil liberties. Elected Officials of state and local governments will compete with the larger federal officials to keep their pieces of the pie and to be seen as a refuge, and not as a person to be detained. This will augment an increasing national viewpoint of “If you are not one of US, then you are one of our enemies.” The same pattern will continue to develop on the world stage with an US(A) vs Them feel. Once again we will begin to return to the order of the past, but with a new twist. The US vs Them Theme may become even more of the HAVE’s vs the HAVE-NOT’s.

This will become an overlying point of reference in the world, and those who grow up in it will have to deal with a world that , at least in the initial periods, has that conflict.
