July 13, 2000 Meeting:

Zoning Change: A zoning change may be requested in the future to allow commercial activity on 222 just North of A&D Outboard. There is the possibility of an upscale motorcycle shop moving in there. I favor people being allowed to do as they please with their property. I am also concerned about the impact of left turns and cross traffic on 222.

Equipment: A new arm mower will be purchased soon.

Weed Ordinance: The small number of residential properties who did not have their grass cut as of 6/15 have had it cut at Township expense. They will be billed.

Stream Relocation: The other two supervisors did not see fit to allow Dr. Givler, PE to do a technical review of the stream project. SDE did do their own technical review, and admitted that silting will occur at the lower bridge and be a maintenance problem. They did not know how bad this would be. In any event, the project should help the residents of Limestone who suffer periodic flooding the way things are now.

Retirement Village: The Village at Maidencreek is a proposed retirement village off Wesner Road. They propose 112 unit gated community. Each resident will in fact own 1/112th of the whole. They have agreed to widen Wesner Rd. from the bank to the entrance of their village. This should help with the negative impact on local traffic. (Ref previous months meeting)

The Park and Recreation Board Met and I wanted you to be aware of their thinking concerning the park. I've highlighted areas of interest in red. Their minutes are as follows:

Community Park

Sam Krick handed out the master plan for the entire Community Park. The estimated cost for Phase I has been determined to be $576,680.00. This may increase by approximately ten percent as items are added to the plan. The design for Phases II and III is finished. An estimated cost for the remaining two phases will be presented to the Board at the August meeting. David Snyder questioned the lighting of the baseball field and its effect on the residents of Limestone Village. Sam Krick stated the plan would adhere to the lighting ordinances of Maidencreek Township. If the Park and Recreation Board decides against lights for the ball field, it would still be a good idea to have the wiring run for future need.

All play equipment, buildings, and fields are located outside the 100-year flood plain. Water connections are provided in abundance throughout the park to water the grass on the fields and for general maintenance purposes

The following suggestions were made for consideration:

· Is a stage·or band shell possible? This should be located near parking areas and a concession stand. Kid's Cove could be relocated to accommodate the band shell.

· Is there room for an additional concession stand with a kitchen in this area? Who runs the concession will be discussed at a later date.

· Every building in the park is being outfitted with sewer, water and electric. The engineer will check into running a gas Line also.

· The Board can take monetary donations for equipment from businesses and residents.

· A decision will need to be made on the length of the sideline fence on the baseball field.

· Another soccer field could be sketched in the outfield of the ball field if the Park and Recreation Board wants to use the field for soccer in baseball's off-season.

· The lot on the corner of East Wesner and Park Road would be ideal for a community pool. This location would blend into the overall park master plan. Diane Hollenbach will research the price of the parcel.

David Snyder· asked what the timeline for the park is at this point. Sam Krick stated that as soon as the stream relocation is completed and all the plant material is planted, 12 to 16 months must lapse for the plant material to grow before the water can be fully diverted. Only then can the area of the former floodplain be changed. In the interim, the Board needs to finalize the design so that Systems Design Engineering, Inc. can start on the grading design, storm water management, erosion sedimentation control, plans and specifications. The Board will need to work on selection of materials and architectural style of all buildings

Heather Quillman asked where the plan stood with the Army Corps of Engineers. David Snyder stared that the Army Corps of Engineers cannot pot us in their schedule until we can tell them when to start. It may take a year to get on that schedule.

A motion was made by David Brown, seconded by Heather Quillman, authorizing Sam Krick to send a letter to the Board of` Supervisors to obtain a status of the progression of the park in order to determine when the Park and Recreation Board can expect to drop its first blade and begin work on the Community Park. All members voted, -"Aye" Motion carried.

 

It seems Park and Rec. wants to duplicate Fleetwood's park here in Maidencreek. I do not favor sinking that kind of money into that land at this time. After the stream is diverted, we should grade the areas for baseball and soccer. Put up goal posts and backstops, and a gravel parking lot. Then we should wait for the sink holes. With the diversion of the water next to an area known as Limestone Village it would not surprise me if we get sink holes. I don't want to see concession stands pavilions and other expensive installations destroyed. We already have concession stands and a ball field at the fire company why should we spend over $1,000,000 (note Phase I is well over 1/2 Megabuck) to duplicate that on this unstable tract of former flood plane?
