Storm Water:

PA Act 167 Maidencreek Watershed plan is another state mandate, but this time it looks like one I can support. While I was still the “new guy” on the board and often out voted by Terry and Karl, the 7/21/01 storm caused so much trouble in the township that improving the storm water ordinance could not be ignored. I was able to get an improved ordinance. Some of the details can be found in the Storm Water Zone Act 167 has to do with considering the entire watershed as a system. Part of this has to do with water quality, and part has to do with controlling storm water. Our original ordinances required that the post-development RATE of run-off be equal to or less than the pre-development RATE of run off. The key word is rate. The total run off post development is often greater, so (assuming all the systems work as designed) you have the same RATE running for a longer time. The improvements to the ordinances that I got in 2001 allowed for some over-retention, and additional notes on plans showing a worst case water level (assuming the storm water system may running at < 100 % perhaps partially clogged by snow and ice etc.) The new Act 167 will require over-retention in tributaries to the Willow creek (the creek that passes under the frequently flooded Schaeffer Road) This ordinance is 55 pages not including appendixes A through G. Bob Kopfer correctly observed that although he is concerned about storm water in the Willow creek, he wondered why it takes nearly 100 pages to say, “don't flood your neighbor.”
