Rome Township Monthly Meeting

November 6, 2013

 

Attendees: John George, Tod Horton Gary Hosley, Priscilla Keeney, and Solicitor Foster

 

Visitors:    Trish Benish from Benish Surveying (Richard Daum subdivision)

 

The meeting was called to order at 7:00 p.m.

 

Two Subdivisions were presented for review. 1) Richard Daum property; and 2) Sandra Swatsky. The supervisors instructed Priscilla to sign off on both subdivisions. Ms. Benish left at this time.

 

At 7:10 p.m., Solicitor Foster asked that he and the supervisors go into Executive Session to discuss a personnel issue.

 

Meeting re-adjourned at 7:50 p.m.

 

Approval of Minutes:

Tod Horton made the motion to accept the minutes from the October 2, 2013, regular meeting, Gary Hosley seconded, all agreed, motion carried.

 

Treasurer’s Report:

Tod Horton made the motion to accept the Treasurer’s Report, Gary Hosley seconded, all agreed, motion carried.  Gary Hosley made the motion to advertise the proposed budget, Tod Horton seconded, all agreed, motion carried.

 

John George made the motion to increase Rome Borough’s road maintenance fee from $800 to $1000. Tod Horton seconded, all agreed, motion carried.

 

Priscilla Keeney was given the okay to attend a seminar on the Affordable Health Care Act to be held in Wellsboro on November 19th.

 

Road Department Report:

·        Discussion regarding purchasing a new tractor was tabled.

·        Priscilla reported that Greg Wood had been in the office requesting a “hidden driveway” sign by his property. The supervisors agreed that this was not the township’s responsibility.

·        Brief discussion regarding number of employees – full-time and part-time that are needed to get the work done. No conclusions were made.

 

Romanik Trucking

John George has been in contact with Walt Romanik regarding the garage door and the heating system Mr. Romanik put in at the old garage. Receipts were received for $1500 for the garage door, and $751 for the heating system. The consensus was that waving the last 3 months of rent would cover the garage door. John George suggested that he talk further with Mr. Romanik regarding how to settle up the cost of the heating system.

Solicitor Items:

 

·        Flood Plain Map Appeals:

Mr. Foster responded to Ralph and Karen Blokzyl letter requesting to appeal the flood plain maps.

·        Employee Handbook

Solicitor Foster continues to encourage the supervisors to approve an Employee Handbook. John

George said to wait until the first of the year when the new supervisor comes in. Tod Horton

responded that it can always be revised as the need arises and the sooner policies are put into effect the better. Gary Hosley felt it should be worked on before year-end and agreed with Mr. Horton regarding the sooner the better. A workshop was scheduled for Tuesday, December 3rd @ 7:00 p.m. to continue working on the handbook.

·        Conduct in the Workplace Workshop

Solicitor Foster said that several municipalities have had someone come in and speak to the employee and supervisors regarding appropriate workplace conduct. Gary Hosley made the motion to have Solicitor Foster arrange for his contact to come and speak to the supervisors and the employees. John George seconded, all agreed, motion carried. The meeting will be arranged for some time in early December.

Tod Horton made the motion to adjourn and pay the bills, Gary Hosley seconded, motion carried. Meeting adjourned at 8:45 p.m.
