Rome Township Organizational Meeting Minutes
January 6, 2014
Meeting was called to order at 7:00 p.m. The flag was
saluted.
Those in attendance were Roy Keiper, John George, Gary
Hosley, Priscilla Keeney
Visitors:
Lyle Anderson, Jon Hadlock, Duane Phillips, Raymond Jones, Boyd
Harrington, Rick Chilson, and Bruce Walters
Roy Keiper
was recognized as the newly elected Supervisor, replacing Tod Horton.
Roy Keiper made the motion to appoint Gary Hosley as
temporary chairman, seconded by John George, all agreed, motion carried.
John George made the motion to appoint Priscilla
Keeney as temporary secretary, seconded by Roy Keiper, all agreed, motion
carried.
Under the administration of the Temporary Chairman,
motions were made to nominate the Board of Supervisors for Rome Township:

Roy Keiper made the
motion to appoint Gary Hosley as Chairman of Rome Township Supervisors,
seconded by John George, all agreed, motion carried.

John George made the
motion to appoint Roy Keiper as Vice-Chairman of Rome Township Supervisors,
Gary Hosley seconded, all agreed, motion carried.
·
Roy Keiper recognized
John George as the third member of the Rome Township Supervisors.
Secretary/Treasurer
for Rome Township:
·
John George made the
motion to appoint Priscilla Keeney as Secretary/Treasurer for Rome Township.
Roy Keiper seconded, all agreed, motion carried. John George then made the
recommendation to give the Secretary Treasurer a $.70 per hour raise and to
adjust the work week to 20 hours. Priscilla asked to make a comment on this
recommendation. Priscilla commented that she preferred to keep the 16 to 26
hour flexible work week and to not accept the pay raise. Roy Keiper made the
motion to keep the Secretary Treasurer wages at $14.00 per hour and the
flexible work week of 16 to 26 hours. Gary Hosley seconded, John George voted
no, motion carried.

The current Treasurer’s
bond for $250,000
Open
Records Officer:
·
John George made the
motion to appoint Priscilla Keeney as Open Records Officer, Gary Hosley
seconded, all agreed, motion carried.
Road
Master for Rome Township:
·
Gary Hosley made the
motion to appoint Michael Allen as road master at an annual salary of $48,000
with comp time earned for hours over 46 hours per week. Comp time will replace
any vacation time. John George seconded, Roy Keiper seconded, all agreed, motion carried.
·
Paid holidays for
full-time employees are as follows: New Year’s Day; Memorial Day; July 4th;
Labor Day; Veteran’s Day; Thanksgiving; and Christmas. If the holiday falls on
a Saturday, the Friday before will be observed. If the holiday falls on a
Sunday then the Monday after will be observed.

Compensation
and vacation for Rome Township Road Department Employees:

Roy Keiper made the
motion to increase the rate from $14.56 to $16.00 per hour for Road Department
Employees with CDL. Gary Hosley seconded. John George voted no. Motion carried.
·
Roy Keiper made the
motion to leave the current rate of $12.00 per hour for general laborer,
non-CDL employees. John George seconded. All agreed. Motion carried.
·
John George made the
motion to provide health insurance coverage for the Road Master, not to exceed
the amount budgeted for 2014 of $10,000, and the Road Master has been asked to
acquire his own policy and the Township will pay the premium. Gary Hosley
seconded. All agreed. Motion carried.
EIT
Collector:
·
Gary Hosley made the
motion to appoint Berkheimer Associates as the Earned Income Tax Collector for
Rome Township. John George seconded, all agreed, motion carried.
TCC
Delegates:
·
John George made the
motion to appoint Priscilla Keeney as the Primary delegate, John George as the
Secondary Delegate, and Gary Hosley as the Alternate Delegate. Roy Keiper
seconded, all agreed, motion carried.
Tax
Collector:
·
The Board of Supervisors
recognized Mary Russell as the Rome Township Tax Collector with the current 5%
commission.
Rome
Township Solicitor:
·
John George made the
motion to appoint Chad Salsman as the Township Solicitor, Roy Keiper seconded,
Gary Hosley voted No, motion carried.
Vacancy
Board Chair:
·
John George made the
motion to appoint Raymond Jones as Chairman of the Vacancy Board. Roy Keiper
seconded, all agreed, motion carried.
Designate
Township Depositories:
·
John George made the
motion to continue depositing Township funds into M&T Bank and PLGIT for
General Fund accounts, PLGIT for the State Fund account and First Citizens for
the Act 13 Fund. Roy Keiper seconded the motion, all agreed, motion carried.
Emergency
Management Coordinator:
·
Roy Keiper made the
motion to appoint Randy Rosenberger, Sr. as the Emergency Management
Coordinator, John George seconded, all agreed, motion carried.
Building
Code Enforcement Officer:
·
Roy Keiper made the
motion to appoint Code Inspections, Inc. as the Township Code Enforcement
officer, John George seconded, all agreed, motion carried. Roy added that he
would like to look into what other options the Township has for building code
enforcement at a future date.

Establish
Monthly Meeting Schedule:

John George made the
motion to hold the regular monthly meeting of the Board of Supervisors on the
second Tuesday of each month at 7:00 p.m. Gary Hosley seconded, all agreed,
motion carried.
2014
PSATS Educational Conference:
·
Gary Hosley made the
motion to send Roy Keiper to the 2014 PSATS Conference as the voting
representative for Rome Township, John George seconded, all agreed, motion
carried.
2014
Mileage Rate:
·
Roy Keiper made the
motion to set the 2014 mileage rate reimbursement at $.56 per mile, Gary Hosley
seconded,
2013 Tax
Rate:
·
John George made the
motion that the tax rate remain unchanged for 2014 with the Real Estate tax at
4.5 mills and the Fire tax at 1.0 mills. Gary Hosley seconded, all agreed,
motion carried.
Gary Hosley made the motion that the 2014
Organizational Meeting be adjourned, John George seconded, all agreed, motion
carried. Meeting adjourned at 7:25 p.m.
