WORKSHOP MEETING – May 29, 2014

 

 

Meeting was called to order at 7:05

 

Those in attendance: John George, Roy Keiper, Ed Wall, Priscilla Keeney

 

John George stated that he thought it was time to take some action regarding the Roadmaster position. He stated that he had contacted the solicitor to find out if it was appropriate to appoint an acting roadmaster to carry out the roadmaster duties through the end of the year and then hire a roadmaster next year.

 

John George made the motion to appoint Roy Keiper as the acting roadmaster till the end of 2014 at a pay rate of $18.00 per hour, Ed Wall seconded, Roy Keiper abstained from voting, motion carried.

 

Discussion then took place regarding re-evaluating the pay structure for the Road Department. The following was suggested for a revised pay structure:

 

Entry level, little or no experience laborer: $9.00

General Laborer: $12.00

A “new” CDL with less than 2 years of experience:  $14.00

2 or more years of experience with a CDL: $17.00

 

Specialty experience such as an Equipment Operator will be brought before the board for wage approval.

 

Roy Keiper brought up adding benefits. Some discussion took place regarding what consists of a group for group insurance and what alternatives were available for providing insurance benefits. No decisions were made.

 

Company employee policies were discussed. It was felt that even if we aren’t ready to vote on the employee handbook, the township should at least approve the employee policies that have been discussed previously.

 

SPRING BIDS

 

Roy Keiper made the motion to accept the bids from May 13, 2014, bid opening from Marcus Cole for the job site delivery of 2B, 2A, 3” Clean, R3, and R4. The bids from Eastern and Popple for material pickup by the township for 2B and 2A are rejected. John George seconded, all agreed, motion carried.

 

EQUIPMENT DISCUSSION

 

There was a discussion regarding the township trucks.

·        Purchasing a new truck ˝ way between a pickup and the GMC

·        Selling the Army Dump Truck or selling it and replacing with another 10-wheeler

·        Volvo needs work – now is the time to get it straightened out

·        Look at trading in the small truck for a new truck every 5 years

·        Check out state truck sale

Will keep looking and deciding the best way to go.

Workshop Minutes

May 29, 2014

 

Roy stated that he had ordered some things for the backhoe – new controls and a blade.

 

Arrangements have been made to put down dust oil next week.

 

John George brought up doing some mitigation projects. Brief discussion regarding building some ponds. Possibly some new pipe placement. There will be further discussion about establishing areas to mitigate.

 

Priscilla shared a letter from Bradford County Planning. The commissioners are running a sign replacement project again this year. The information was handed over to Ed Wall who is coordinating the sign inventory and assessment.

 

Roy Keiper made the motion adjourn the workshop meeting, Ed Wall seconded, all agreed, motion carried. Workshop adjourned at 8:20 p.m.
