The meeting was called to order at 7:00 p.m.
Public Comment
Period:
No public comments.
Material Bid
Opening
Bids were received from
Bradco Supply, Marcus Cole Construction, Popple Construction, Glenn O.
Hawbaker, Inc., and Eastern Industries. Bradco Supply was the only pipe bidder
and the pipe bid was accepted. Roy had some questions he wanted clarified from
the stone bids so no bid winners were chosen at this time.
(John George was not feeling well and left the meeting
in the middle of the bid openings.)
The bidding closed on
Municibid at 6:00 p.m. All items listed (Bomag
Roller, 1991 Army Dump Truck, Boom Mower, and the 2 Army pickups) have sold with a total revenue of $28,044 to be
received.
Approval of
Minutes:

Roy Keiper made the
motion to accept the minutes from the April 8, 2014, monthly meeting, Ed Wall
seconded, all agreed, motion carried.
Treasurer’s Report:

Wall made the motion to accept the Treasurer’s Report, Roy Keiper seconded, all
agreed, motion carried.
Road Department

There are five more
roads to grade and roll

Roy has requested a
quote from Midland for dust control material
Ø
Chesapeake is taking out
a gas pad on Elliott Road. Chesapeake is giving the material to the Township.
The material will be used to build up Elliott Road.
Ø
Roy would like to
change-out the controls on the backhoe – the estimated cost is $1800-$2000. He
would also like to purchase a narrow bucket and a blade. Roy Keiper made the
motion to use money from the Municibid sale of equipment to make these
purchases, Ed Wall seconded, motion carried.
Ø
Ed Wall has been working
on the sign retroreflectivity assessment and will have a report ready at the
next meeting.
Unfinished
Business:
Ø Submitting
to FEMA a Mitigation Project. Roy suggested perhaps a crossover road pipe
project could be put together. There was no further discussion at this time.
Ø Codification
of Ordinances. Priscilla had looked into this in February 2013, but the
codification was not fully supported at the time. The two companies that do
this are Keystate Publishing out of Shippensburg, PA and General Code out of
Rochester, NY. Roy suggested having representatives from both companies come and
make a presentation at a meeting. Priscilla will contact them again.

Minutes
Ø Flood plain Ordinance. Priscilla is working on finalizing this.
Ø McClelland Bridge. Fire Company is going to obtain a special permit to cross the bridge in case of an emergency. The Township is still not done pushing the Commissioners for a better resolution to the bridge problem.
