Rome Township Monthly Meeting

March 11, 2014

 

Attendees: John George, Roy Keiper, Priscilla Keeney

 

Visitors :  Robert Beebe, Jen Chilson

 

The meeting was called to order at 7:00 p.m.

Public Comment Period:

·         Jen Chilson stated that she was pleased that the radio contact between the bus drivers and the Township had been working.

·        Robert Beebe commented on plugged culvert pipes and driveway drainage problems around the Township.

Guest Presentation:

Ø      Joanne Miller from PS Bank gave an overview of banking products and a money market interest rate geared toward municipalities.

 

Appointment of Board Chairman:

Due to the resignation of Supervisor Gary Hosley, who was also the Board Chairman, Roy Keiper asked for a vote for Board Chairman.

Ø      Roy Keiper made a motion to appoint John George as Board Chairman, John George agreed and seconded, motion carried.

Ø      John George made the motion to appoint Roy Keiper as Vice-Chair, Roy seconded, all agreed, motion carried.

 

Approval of Minutes:

Ø      Roy Keiper made the motion to accept the minutes from the February 11, 2014, Regular meeting, John George seconded, all agreed, motion carried.

Ø      Roy Keiper made the motion to accept the minutes from the March 4, 2014, Special Meeting, John George seconded, all agreed, motion carried.

 

Treasurer’s Report:

Ø      Roy Keiper made the motion to accept the Treasurer’s Report, John George seconded, all agreed, motion carried.

 

Road Department Report – Roy Keiper

·         There’s been a break in the weather, so we have been working on getting some repairs done

·         We brought the little tractor in, looked it over, and have the rake on in preparation to tackle the mud problems that will be coming up

·         Put rubber cutting edges on a couple of the smaller trucks

·         All the trucks are running and ready to go for any remaining snow storms

·         I have a concern that we are going to need some big stone for road repair.

·         Priscilla reminded the supervisors that all the stone bids have run out, so we need to look at putting a bid out very soon.

 

New Business:

 

·         Wysox Township has instructed their Solicitor to put together an Inter-Municipal Agreement to cover shared services between Rome Township and Wysox Township. There was a brief discussion regarding what this might look like. Snow plowing is pretty cut and dried, but sharing other things could get a bit more complicated.

Minutes

 

·         Bradford County Library Bookmobile will be here at the Township Building on the following dates: April 17; June 19; August 21; October 16; December 18. Books are available between bookmobile visits in the Township Building.

·         Bridge Scour Inspection Letter was discussed.

·         Roy Keiper will be attending Dirt N Gravel training so that the Township can participate in the upcoming program. Brief discussion took place regarding what road(s) would be a good candidate for the program.

 

 

Unfinished Business:

 

·         Floodplain Ordinance – Priscilla reported that the information had been forwarded to Solicitor Salsman and he had been in touch with Jon Foster.

·         Employee Handbook – Priscilla forwarded the electronic copy of the handbook to Solicitor Salsman.

 

Subdivision Review:

 

Parks/Symonds subdivision was reviewed by the supervisors. Priscilla was instructed to go ahead and sign off on the subdivision with no comment from the Township.

 

Adjournment:

John George made the motion to adjourn and pay the bills, Roy Keiper seconded, all agreed, motion carried. The meeting adjourned at 8:10 p.m.
